I need a refresher on the preseason IR. If there are players listed on the  preseason IR that are no longer IR eligible don't they need to be added to your roster first before other additions  can be made?

You're correct. If any team has players on preseason IR that lost their injured status in Yahoo, per league rules, you're considered over roster and can't add anybody in FA or call up any protected prospects. The one exception is that you add still add players through trade. In this case with Ekblad and Montour, both still have injured status and I just moved them from preseason IR to IR spots in Yahoo roster.
